Matters arising from the minutes

A request to all Harefield residents to spread the word of the HTRA, please tell friends and family about the HTRA and the work we do for the local residents and businesses. The website is harefieldresidents.org.uk & email is enquiries@harefieldresidents.org.uk

We need because as many people as possible to go to the website because regular traffic & searches on the name will raise it up the google rankings and be more visible.

Planning/HMO’s

Gerard Barry discussed the planning application for the 2m high fence surrounding the buildings at Widewater Place & why this is not only unnecessary but because it is in a conservation area it should not be allowed & residents should strongly oppose it.

Also discussed was the way Widewater Place has been financed and GB went on to explain about his enquiries to the Charities commission & the COOP who have financed much of the mortgage on the building.

Patrick McHugh, an architect who lives in Harefield was asked to talk about his experiences with LBH & knowledge of the conservation area. Discussed policies and procedures of the conservation area and how its important to protect the aesthetics & general keeping of the conservation area.

Health

Harefield Practice News – With regards to complaints about the receptionist, there are two new members of staff, and they are receiving ongoing training, as is all the team. Please contact the surgery if you have any further issues.

The Paramedic Practitioner is new working on minor illness cases.

The poor lighting has also been noted by the Practice.

The upstairs refurbishment is in progressing, with management and admin moving into upstairs, making more room downstairs for clinical rooms.

 

The Harefield Practice will be closed on the following Christmas dates:

New Years Day, January 1st, 2026

FLU UPDATE As winter tightens its grip, we are experiencing what health officials describe as the most severe flu outbreak in ten years, with hospital admissions surging to unprecedented levels. The NHS are estimating up to 8,000 people could end up in hospital up 56% from last year. Please visit your doctors/pharmacists for more advice and help.

 

 

 

 

Police/Crime

Priorities for the next 3 months remain unchanged and will be:

  • Drugs and ASB
  • Shop lifting – particularly Co-Op
  • Violence – Particularly against women and girls

10 to 12 ladies attended the recent violence against girls and women meeting held at the Baptist church

ASB in Dovedale Close (drugs) – not of high level

SNT to attend PubWatch meeting – 20th January, 10am at Harefield Cricket Club

Superintendent Rawlinson is assisting SNT with the ongoing bike situation

A meeting was held between the police and Derek Kent regarding the 9 HMO’s above the High Street shops

Issue discussed concerning a man on his balcony opposite Harefield Academy

Lorries on Breakspear Road North and all other roads into village – police to contact council

Scooters still speeding in village

Streetwalk – police doing individual street briefings – police to look at better times to do this than current times – PCSO Mani

Events

  • Harefield Tidy first Saturday of every month’s from 9;30am for an hour or so, please come along and help. All equipment is provided.

  • Christmas Carols 19th Dec 3:30pm to 4:30pm at Library hall
  • 30 Christmas trees being erected at St Mary’s Church 13th & 14th December from 10am to 4pm Saturday 13th December & 1pm to 4pm Sunday 14th December

Headlines – There are new dates for the Installation of Bird Nesting Islands at Broadwater Lake from 05/12 to 15/12, and the works at the Old Dairy Lane Retail Park off Victoria Road South Ruislip will now pause for the Christmas Break from Mon 08/12 and return in the new year to be completed.

  • The PROW U44 is now reopen to the public from 24/11, there are details of Sheet Pile Modification works at West Ruislip Portal starting 05/12.

    A Community Drop-In Event at Harefield Community Centre on Thursday 11th December 5.30pm to 7.30pm for HS2/Align.

    There will also be 2-Way Traffic Lights on Moorhall Road for up to 3 hours on Wed 17/12 between 9.30am & 3.30pm for minor works at the Fisherman’s Access near the border with Buckinghamshire.

    There are details of the Planning Application for the Diversion and Stopping Up of Public Rights of Way U45, U46 and U47, and details of the Decision Reports for the Schedule 17 Planning Applications for some small design changes at the South Ruislip Vent Shaft & West Ruislip Portal.

    Community Working Traffic Group meeting 2nd December 2025

    • Works being planned for Dews Lane/Harvil Road now being planned for end of April/early May 2026.
    • Talks are still ongoing on the development of the HS2 Substation on Harvil Road where they will need a 100sqm space for pylons etc, its now being moved & a track which leads to Dews Farm will be converted into an access road under the plans.
    • Moorhall Road resurfacing at nights 1st Quarter 2026, this has been rescheduled from late 2025 due to weather.

    ·         Broadwater Lake plans for HOAC now on the LBH website, comments are due in by 9th January 2026 under planning reference 2382/APP/2023/2906

     

    ·         Speed surveys by police on Harvil Road have been completed, next due on Breakspear Road South but no dates given.

     

Greenspaces & Environment

Relocation of HOAC to Broadwater Lake

Planning Application has been submitted by Hillingdon Council to Hillingdon Planning Department for a development at Broadwater Lake SSSI.  The application is for the relocation of HOAC to Broadwater Lake which is a Special Site of Scientific Interest.

  • Redevelopment of the site to create the Hillingdon Watersports Facility and Activity Centre including demolition of existing Broadwater Lake Sailing Club (BSC) clubhouse at the north of the lake and erection of a building including changing facilities, meeting rooms, storage, Workshop and seasonal worker accommodation (sui generis), activity shelters; installation of pontoons and slipways; boat shed; equipment storage huts; boat parking and racking areas; camping area; outdoor activity areas; ecological enhancement throughout the site; new pedestrian routes through the peninsula; landscaping including new woodland, dense vegetation screens and boundary treatment; access road; localised dredging and land reclamation; relocation of existing sailing area and creation of floating reedbeds within the lake; coach drop off and turning area; vehicle parking; cycle parking; and associated works
  • This is a re-consultation following submission of amended plans and documents (original submission 2023 & amended version 2025)

  • The Public Consultation is open for comments from 25/11/25 until 09/01/26

 Below are some reasons this application is not appropriate.

The Broadwater Lake is an extremely important site for over-wintering birds which fly miles to this exact location. It is a vital refuge for other wildlife year-round because the site has largely remained undisturbed for decades.

Broadwater Lake is a Site of Special Scientific Interest and should not be used as an activity playground.  The designation has been granted to this site because it is deemed that the on-site flora and fauna is important enough to be granted full protection.

The application is worded as though it is for the relocation of HOAC to Broadwater Lake, however, the new application does not relate to the original HOAC facilities which were much simpler and much less intrusive on the environment.  The new application lists a considerable number of buildings including seasonal worker accommodation.

Roadways, parking as well as coach turning areas – however, it does not indicate where the coaches will be parked while waiting to take the return journey.  Plus activity shelters, camping, outdoor activity areas and caving??  

This is all in addition to the original purpose of HOAC which was primarily sailing.

Apart from all the disruption to the SSSI site which will be devastating for the wildlife, the location of the roadway leading to the site is immediately next to a bridge.  When travelling from Harefield any car coming over the bridge will have very little time to stop if there were to be a coach turning right into the HOAC centre.  Moorhall Road is a two-lane minor road.

FLY TIPPING IN NEWYEARS GREEN LANE

A field off Newyears Green Lane is being used for Fly Tipping (see pictures below).  The Council, local MP’s, Councillors and the Environment Agency have been informed about this dumping but at present nothing has happened to remove the rubbish.  The site is accessible by vehicle and any person who wishes to add to the rubbish.  The site is also next to a stream.
