Some notes on Tree Protection in Harefield Conservation Areas
If you intend to carry out work on trees within a conservation area in Harefield, written notice is required as trees in these areas are protected to preserve the character of the area.
Here’s a more detailed breakdown:
Notice Requirement: You must give the council six weeks’ written notice before starting any work on trees in a conservation area.
Application: You can submit the notice through the Planning Portal website or by downloading a paper form.
Tree Size: Trees with a stem diameter of 75mm or more, measured at 1.5 meters above ground level, are automatically protected.
Exemptions: There may be some exemptions, such as for small trees or when the works are to improve the growth of other trees.
Consequences: It is an offence to prune, fell, or damage a tree in a conservation area without giving the required notice.
Planning Breach:
PD wrote to Cllr Martin Goddard regarding the apparent breach of planning on the ventilation system at the Café at Widewater Place, plans show the ventilation system to the side of the building yet the building has a very large and quite ugly system on top of the roof.
Cllr Goddard looked into this and replied back with some comments/feedback from the planning office:
I can confirm that the Planning Enforcement Team are aware of reports in relation to the extraction system installed to the front of Widewater Cafe and the matter is logged under planning enforcement file ref: ENF/103/25.
It is established that the current extraction system does not conform with the details approved under approval of details reference: 8393/APP/2023/3681 (Details pursuant to the discharge of Condition 3 (Air Extraction System) of planning permission reference 8393/APP/2006/2638, dated 09-11-2006, for Erection of Cafe and Security Hut), and accordingly a breach of planning condition attached to planning application reference: 8393/APP/2006/2638 is occurring. For reference the relevant condition states:
No air extraction system shall be used on the premises until a scheme for the control of noise and odour emanating from the site has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is occupied/the use commences and thereafter shall be retained and maintained in good working order for so long as the building remains in use.
Accordingly, warning correspondence was issued on 21 February 2025 to KSIMC setting out the above breach of planning condition and requiring that steps are taken to resolve the breach of planning control within 28 days, and that failure to do so would result in consideration of the service of an Enforcement Notice.
I have chased KSIMC today to seek confirmation that the matter is in hand. In response I have received an email from a planning agent confirming that they have been instructed in this matter and that they will be submitting an application in an attempt to regularise the extraction system.
Planning enforcement action will therefore be held in abeyance whilst the matter is dealt with via the formal process. “

5th April church hall 11am to 2pm Easter Fair, 5-7pm community bingo. All welcome
24th March a talk about “Pub Crawl in 1910” by Keith Piercey, meetings are held at the library. Doors open at 7.00pm with the talk starting at 7.30pm.
It’s £4 for visitors or £10 to become a member until May 2025.

Future Planned Works / Works Postponed:
Blackford Public Water Source.
I went to a meeting (held next to the canal) arranged by the Friends of the Earth and the Green Party about Blackford Public Water Source, Moorhall Road.
In 2019 Affinity Water applied for a licence to extract water from other sources and to stop supplying water from Blackford, and Affinity Water stopped extracting water from 2021. At the time it appears as if the worry was contamination from HS2 piling.
It has now transpired that the water is contaminated and Affinity Water want to renew/extend the licence. Apparently Perfluoroocatanoic Acid and Perfluoroocatane Sultonic Acid have been recorded in the raw aquifer water. PFOA and PFOS are called ‘forever chemical’ and are considered particularly dangerous to the health of humans, wildlife and the environment.
The HTRA has written to the Environment Agency requesting that the Agency find out the source of the contamination as a priority.
We will await the Environment Agencies response but in the mean time we will also contact our local councillor & MP.
Fly Tipping
Thank you for your recent email to Mr Martin King concerning the policy on fly tipping in the borough.
I would like to confirm that Hillingdon Council will always deal with fly tipping in the strongest way possible using a variety of enforcement and investigative resources. I can also confirm that there is certainly no policy on taking enforcement action which is linked to the costs of prosecutions. We will always see justice where there is evidence and a realistic prospect of conviction.
I can advise that the Street Scene Enforcement Team are responsible for the investigation and enforcement of such offences and I can share with you our procedure and data so that you can be informed of the way we tackle fly tipping in Hillingdon.
During the last 12 months:
853 reports of fly tipping were received
343 reports were closed due to being misdirected or on private land
510 were fully investigated
200 (approx.) non-formal actions taken i.e. signage installed, advisory letters sent etc.
23 warnings issued
13 Fixed Penalty Notices issued (£1000 each)
Investigations will normally include actions to identify the perpetrator i.e. examination of public realm CCTV, examination of waste, taking witness statements from persons who witnessed the event etc. Unfortunately, many instances of fly tipping happen without any trace of the perpetrator or any real chance of the Council being in a position to take enforcement action. In these cases, the only option to deal with the waste is to have it cleared by the Councils Waste Crews. We do record information on our systems to identify repeat locations/hot spots where we may consider installing CCTV. We have done this for previous cases where large-scale fly tips happen on an industrial scale in the same/nearby location.
Fly tipping and other waste related offences account for a significant proportion of the Street Scene Team’s workload but please be assured that we will always seek to take action where there is evidence to do so.

Green Waste Collections
The residents discussed the recent “consultation” by LBH on Social Media which was carefully worded and didn’t allow residents to say “no, we don’t want to pay an extra £70 per year for green waste collections”.
John Parkinson wrote a statement which was read out & entered into the minutes, it was suggested that residents speak to their local councillors about their feelings towards this
