Minutes of the last meeting

All had received the minutes and they were agreed as a true copy proposed by Graham & seconded by Jackie and approved. 

Matters arising from the minutes

GB touched on the concept of changing from monthly to quarterly meetings, another idea that was brought up in a recent committee meeting was to use the 2 months between the quarterly meetings to have an informal meeting at the social club where the full committee will attend on a Monday 7-9pm and people come & go as they please and discuss things that are important to them.

 

Actions arising from the last meeting

Charity clothes bin on the high street was overflowing, TW advised there is a phone number on the bin and if someone calls this if they see it overflowing they will pick up within 48 hours

We need to look into this to understand what the will do with the waste water given that it’s a conversation area & a permit from Thames Water is needed.

Health

Flu Vaccine Information

The flu jab for 2025 will be available for bookings starting 1 September 2025, with vaccination appointments beginning on 1 October 2025. The last available appointment date for flu vaccinations will be 31 March 2026. Additionally, the adult flu vaccine recommendations have been updated, allowing the adjuvanted influenza vaccine (aTIV) to be licensed for individuals aged 50 years and over.

For autumn 2025, COVID-19 vaccination will be offered to:

  • adults aged 75 years and over
  • residents in care homes for older adults
  • individuals who are immunosuppressed aged 6 months and over

The Covid-19 programme will run from October to 31 January 2026. However, the majority of Covid vaccinations should be completed by 19 December.

These will be available at the doctor’s surgery and pharmacists.

Transfer of Trinity Ward to Hillingdon Hospital over a 3 month period has not worked and is being sent back to Mount Vernon. Endoscopy is being transferred to Hillingdon Hospital end of July and Urgent Care is planned on being moved although subject to objections from local residents and David Simmonds MP

Police/Roads

Are cameras in High Street working? IC keep asking but never gets replies to advise one way or another

at the next meeting in August, IC will report back from that in the September meeting

Jane reported issues with cars mounting kerbs at the entrance to the doctors surgery to get along Harefield Road & this is a safety issue, electric bikes are speeding along the high street & surrounding roads.

A suggestion was made to approach the council to reduce the path width opposite the doctors surgery where the park is so that the car parking bay can be pulled in and thus allow cars to pass side by side without incident or risk to pedestrians

The dates of the upcoming Road Closure on Harvil Road for LBH to carry out resurfacing works have been confirmed by LBH Highways & their Contractor O’Hara’s as being from Mon 11/08 until Fri 29/08.

This will be a 24 hours a day, 7 days a week Road Closure but there will be localised access for residents & businesses along this section of Rickmansworth Road and for Emergency Service Vehicles on Blue Lights.

If you could please circulate this notice to colleagues / contacts who may be affected that would be most appreciated:

This will be a Full Road Closure in place 24 hours a day, 7 days a week in order to get this large area of road completely resurfaced.

These works are now scheduled to be delivered across 19 days which will be a big reduction on the initially quoted 4 week Full Road Closure which would mean less disruption for users of Harvil Road in getting these essential works completed.

 

Access to residents and businesses will be maintained for the properties on Harvil road within the extents of the Road Closure, however the access and egress points will change as the surfacing of the carriageway progresses.

There may be instances where the residents will have to wait for a short period of time to ensure the safety of both members of the public and operatives is maintained. LBH are ensuring that there are sufficient Traffic Marshals to communicate clearly and also direct vehicles safely through the works extents.

Any Emergency Service Vehicle will be assisted when ‘Blue lighting’ through the works extents. If the instance arises whereas it is deemed unsafe to travel through the site Traffic Marshals will assist in ensuring the most direct appropriate route is set out.

The confirmed Diversion Route is via Moorhall Road, Moorfield Road, A412, Denham Roundabout, A40, Swakeleys Roundabout, Swakeleys Road

Lane Closure on Breakspear Road South (within the existing Traffic Management setup by the Chiltern Bridge) from Fri 25/07 at 5am until Mon 28/07 at 5am.

There are details of Traffic Management on Moorhall Road from 28/07 to remove the Traffic Lights at the Haul Road Crossing

Access Road from Breakspear Road North next to Rose Farm. (Green Belt Land)

Last year land was sold by Rose Farm, Breakspear Road North to an Investment company which then cleared most of the land of vegetation and trees, leaving just a strip of oaks in the middle. For months earth moving machine, sifting machines and trucks have been clearing the land, and banking up the earth on the border of Bayhurst Wood. Now it appears as if a roadway is being laid on the land.  Apparently, the new owners have stated that the land is for grazing horses.  However, It transpires that the new owners paid a considerable amount of money for the land and therefore we are very suspicious about their true intentions.  The Council’s Enforcement Officer is looking to the matter. 

This land boarders Bayhurst Wood which is part of the Ruislip Woods National Nature Reserve.  The Ruislip Woods Trust are concerned about what is going on.

The “Friends” are run by Ruislip Woods Trust which is a registered charity set up in May 1997 to develop the educational and monitoring aspects of the Woods – all designed to ensure that our members understand what changes are occurring (both natural and man-made) and provide accurate information and news via our newsletters. 

We raise money for projects like the refurbishment of the Woodland Centre which was completed in 2021 and provide support where we can for the volunteer groups in the Woods.  Over the years we have developed descriptive, coloured waymarked trails covering all of the woods. Please do consider joining to help our work to protect the Woods and enhance visitors’ knowledge of this precious, fragile site. 

There is strength in numbers and every additional member adds weight to our campaigns and makes a difference, plus you get to learn more about these magnificent Woods and the species that live there.

Membership is £8 per annum, it includes 3 newsletters a year, information on regular walks and events throughout the year via email and the Trust runs bat walks during the summer months all of which are free to members.

Blackford Water Source – Moorhall Road

Our MP David Simmonds contacted the Environment Agency on our behalf and this is the reply the received

Thank you for your email regarding Blackford public water source (PWS) in South Harefield. My apologies for the delay in our response.

I can confirm that the Blackford public water source (PWS) was turned off for work on the HS2 Colne Valley Viaduct in 2021. We are aware that Affinity Water carried out pumping at Blackford PWS in April and May 2024, to investigate returning this source to supply, however we have not yet seen the results. 

We understand that Affinity Water have concerns regarding groundwater quality in the Colne Valley; contaminants that could impact on their operations, including per- and polyfluoroalkyl substances (PFAS) chemicals, industrial solvents and contaminants associated with historical landfilling activities have been identified in groundwater in the vicinity of Blackford PWS. 

Several potential sources for these contaminants have been identified and we continue to provide advice and guidance to Affinity Water and other partners, including Local Authorities and private landowners, with respect to the investigation and management of these possible sources.

Water supply companies, including Affinity Water, are responsible for the provision of wholesome water and will not allow water containing contaminants at concentrations that could be harmful to human health to enter supply. 

Drinking water quality is strictly regulated in England and Wales by the Drinking Water Inspectorate (DWI) and further information relating to their regulation activities can be found on their website. The water companies carry out monthly testing of the water that they supply to their customers and submit this information to the DWI. Each year the DWI publishes a detailed report containing this information. This report, and other information on drinking water quality, is available on the DWI’s website.

 

Land at the end of Bellevue Terrace, Summerhouse Lane (Green Belt Land)

Planning permission for the erection of 4 detached houses has been granted on land at the end of Bellevue Terrace.  The land in question is Green Belt land.  Unfortunately, I cannot find the application on the Hillingdon Council Planning site.

The residents of Bellevue Terrace are extremely concerned about any work going on in that area because of the narrow pathway (apparently it is not a road) and the fact that there is asbestos in the land.

Linda King has asked that residents sign a petition to stop this development and cites safety due to access via the “pathway” for all commercial vehicles during the build and then traffic for all residents of those 6 detached properties as well as any commercial deliveries after the build has finished as well as building on green belt land which starts to set a precedent.

She has provided a reference of 113/APP/20233251 regarding 113/DM2025/15 buildings act sect 84. To oppose the clearance/demolition of existing building & subsequent development of land adjacent to “chandigrah” due to fears for the safety and access for residents and users of designated footpaths. London Loop, Hillingdon Trail, Trail of Discovery.

Does anyone has any information on the covenants on the playing field between Merle Avenue and Park Lane? It is believed that Henry is investigating and applying through Land Registry, but Gillian Kent did put on Facebook if anyone knows any information regarding the field please come to the meeting, hence why it needs to be addressed.

Children’s playground at Hill End is an absolute mess & is starting to smell. Jackie is going to address this along with issues on Sanctury Close where people are dumping rubbish in the dog bins. Rubbish bins have been removed and this is causing more mess due to a lack of places for rubbish to be disposed of.

To look into the environmental aspect of the car wash on Moorhall Road to ensure the waste water is being disposed of safely as well as any traffic problems with vehicles passing by when in use
