Minutes of the last meeting

Monday 12th January 2025

All had received the minutes and they were agreed as a true copy proposed by Howard Dini & seconded by Christine & approved. 

Gerard also mentioned that due to family reasons Tina Wane has had to step down from the HTRA committee. We would like to thank Tina for her dedicated work on the HTRA over the years and wish her & the family all the very best.

 

Matters arising from the minutes

Action responses:

PD to speak with Cllr Palmer regarding the width of the road at the green by the doctors for safety reasons

Cllr Palmer responded to advise that this has been a long running issue with residents, she has broached the subject several times with LBH as residents have complained to her directly.

Cllr Palmer acknowledged that the road is narrow, as are many of the roads in the immediate village area, vehicles are of course larger and wider than when the road was built.

She has answered residents concerns before and as a consequence resisted asking for double yellow lines on the green side because she believe that would be unpopular and have evidence to support residents would not welcome it.

It is unlikely LBH would consider road widening due to costs would be enormous and she cannot see the village welcoming the destruction. Enough fuss is made if we have to close a road!

There will be traffic monitoring very soon at her request around that area.

The matter was discussed at length & a resident suggested that we ask LBH for a study to the solution of the road at Rickmansworth Road by the green on how to resolve this issue, we as residents can offer several opinions but they will invariably be ignored or denied so we ask the council to instigate a study to resolve the matter.

PD also raised with Cllr Palmer the flooding on Moorhall Road, she advised that the issue with flooding on Moorhall Road is an issue she knows only too well as she lives there, it is not in her Ward but will bring it to the Cllrs attention. Cllr Palmer does not believe Moorhall Road is swept like Harvil but she will ask the Councillors

I chased Cllr Palmer earlier in the week on a response on both of these points but as yet have not had a reply.

GB visited the property at Ashleigh Cottage & has now confirmed that he has spoken with the neighbours, met with the Landlord and been shown around the property. Planning Enforcement have already inspected and requested that the Landlord submit his planning as soon as possible.

From the initial inspection it does not appear to be a HMO but rather a conversion into two apartments so that an unwell relative can be looked after.

Consultation closed early Dec 25, therefore we can soon expect to see a planning application for a change of use. It will likely go to a planning committee, which is made up of councillors.

Local elections take place on the  7th May & the window is closing for Hujjat to get it in before the 7th May elections. Usually an application such as this will take at least 12 weeks to process.

Then the planning officer writes a report, a planning committee date is set and a battle between planning barristers takes pace with the public allowed to attend.

GB also mentioned that HMO’s are becoming an issue in Harefield, we are seeing more people use HMO’s due to the governments policy to move illegal immigrants from hotels into HMOs. More HMOs will have a knock on effect on resources, criminality and they tend to push down house prices in the area.

We have seen some very poor examples of conversions with neighbours buildings being materially affected and some of our residents are suffering severe anxiety.

HTRA will take the lead on drafting letters for residents to use to present to the council or if needed to go to court to stop garages/sheds e.g. being knocked down as evidenced in Ash Grove and Broadwater Gardens.

 

Treasurers Report

The bank balance is £3,267

Made up of:

General Account £302.75 (this is balance of money received from the Council and spending is restricted to running costs)

Align Bid £1,319 (this is ring fenced for website costs only)

Own Funding £1,644 (monies raised by the HTRA). 

Cash Balance is £194

This includes £159 fundraising from raffles.

This is the only income received in the last 3 years due to the fact that the LBH withdrew funding and no longer recognize us as an official residents group because of the way Gerard Barry was elected to the chair position.

We now incur bank charges from Santander, HC will contact them to see if we can have an arrangement, for example only incur charges in months where there are transactions.

Most of the High Street banks now charge but we will investigate if any do not make charges.

Harefield Practice

From this year the practice will be able to give covid injections rather than going to the chemist.

The offices have now all move up stairs so there are more consultants room downstairs.

example a parent) or you can come by yourself, whichever you prefer.

We can offer appointments (in a GP surgery appointments are called “consultations”)

You can choose whichever type of consultation you want.

If you are struggling with stress, please speak to an adult. It does not help to keep

the stress locked away and bottling it up inside can make it worse.

Police/Crime

IC advised that there is nothing to report on police matters, despite being on emails.

To date IC has never received anything however he is compiling a report on instances of crime related to HMOs. I will bring this to the attention of the police, in view of asking the police to attend either an open residents forum or attend an HTRA meeting, or both.

All Ian asks is if anybody has any details of any instances, can you forward me times and details/ location, etc, of any incident(s) that you are aware of.

No information being distributed to the residents about the person jumping out of the window at a HMO on Moorhall Road and also the large volume of police & fire engines at a HMO in the flats above the parade of shops at High Street/Merle Avenue.

  • Football club summer tournament 7th June weekend, they are looking for ideas on where they can park to avoid upsetting local residents

Potholes

I have reported several pot holes to LBH, to be fair to them they do get them sorted quickly.

Ones reported so far are 4 along Rickmansworth Road between Newdigate Road & Vernon Drive, 2 by the bus stop and 2 further up towards the Hospital entrance, the latter of which have been fixed.

With so much rain potholes are prevalent and the council will take longer to get to them but once reported they put in a 28 day work order to get them done, often being completed a lot sooner.

Greenspaces & Environment

Broadwater Lake/HOAC Application

Hillingdon Council submitted a revised planning application in November. Elements of the proposed Watersports Facility and Activity Centre have been scaled back. However, the fundamental issue remains unchanged: this development is still proposed within a Site of Special Scientific Interest (SSSI) – a place that exists first and foremost to protect wildlife. 

With one in six species in Britain now facing extinction, bringing increased and regular disturbance to Broadwater Lake risks turning a legally protected refuge into another casualty of the nature crisis. 

Together with the Environment Agency, the Herts and Middlesex Wildlife Trust have objected to the revised planning application.

The public consultation period has now closed and we await the date of the Planning Committee Meeting. If you live in Hillingdon Borough then you could still get in touch with your Council representatives on the Planning Committee and/or your local MP to raise awareness of your concerns. And wherever you live, you can still reach out to your elected representatives (local Councillors or your MP) to share details of this nationally-relevant case. 

Key points you could mention: 

  • Broadwater Lake is a nationally protected SSSI, and, as such, should not be the site for this development.
  • Increased activity during spring and summer risks disturbance at a critical time for wildlife.
  • Many species using the site are already in severe decline, making protection more important than ever. You might wish to quote the findings from the Birds of Conservation Concern 5 report which listed the Pochard as being on the Red List and at threat of extinction, and the Shoveler as being on the Amber List.
  • The proposed development is contrary to both national policy and the development plan contained in the London Plan and Hillingdon Local Plan. 

And you could ask Hillingdon Council to: Revisit alternative sites for the development, to support outdoor activity without placing further pressure on nationally protected habitats. 

Fly Tipping New Years Green Lane

I understand that the site has now been cleared and sealed off to ensure further tipping is avoided.

There does not appear to be any more activity going on at the moment. However,  the high bank of earth between the boundary of Bayhurst Wood has not been remove although the Councils Enforcement Officer requested it be taken down.  Please keep an eye this site and report to the Residents Committee any activity.

AOB

  • It has been proposed that we will hold our AGM on 8th June 2026 at the Harefield Social club at 7pm. 
  • Lisa asked about the status of the Medi Parc, it was commented that it is still owned by Comer Homes. The belief (not factual) due to inaccessibility to the area is that they have scraped back the land & all wildlife has been destroyed, it is believed that they are trying to establish it from grey to brown land for future planning approval.
  • A question was asked of the Chairman are you standing in the local elections to which GB replied yes, I will be standing as a Reform candidate. The microphone was then offered to the conservative candidate in the interests of fairness & impartiality to which he responded that if we needed anything done in the village to let him know as he is “the golden boy of the Conservative party” to take advantage of his connection to get things done. He also commented that, as you all know Hillingdon council is skint in reference to widening the road which would be a considerable cost and it would not be done.

Action Points

PD to speak with Cllr Palmer re the road widening issue by the GP Surgery & the village green.
