The Chair, Gerard Barry, welcomed everyone to the meeting and thanked them for attending.

GB mentioned about action points where we will take these on and post them to the relevant source, e.g. LBH, Doctors, HS2 etc and ask them to action & respond by next meeting where possible.

 

Minutes of the last meeting

All had received the minutes and they were agreed as a true copy (proposed by Graham Armour, seconded by Christine and approved.

Matters arising from the minutes

Update

GB gave an update on matters since the last meeting as a lot had happened between that meeting and now.

The AGM was held on 13th May, which was well attended and a new committee was voted in and an amendment was to the constitution was made, as minuted.

The first HTRA full meeting was then held on 10th June with 45 attendees plus new committee.

On the 11th June we became aware of the recent planning application for Widewater Place and fielded numerous enquiries from residents. That same evening three HTRA members attended their first Ward meeting with the Met Police.

On the evening of Friday 14th June the HTRA committee alongside other residents to discuss the Widewater Place planning situation and it was agreed that we would hold an emergency public

meeting in the Harefield Community Centre on the 19th June. It was further agreed that we set up a sub-committee to specifically address Widewater Place. The Centre was booked and flyers designed for circulation.

On the 17th June and at the request of Marion Finney, Community Engagement Officer for LB Hillingdon requested a meeting with the ‘old’ HTRA committee. Two council officer attended alongside GB, PD, DK, HC, TW (IC was an apology). MF eventually listed her three areas of concern with the newly formed HTRA Committee. These being:

1. The AGM and the manner in which it was run.

2. The minutes of the AGM and the amendments voted on, which MF felt gave a misleading view of the council’s position and even amounted to ‘misinformation’.

3. That GB, who was previously voted off the old HTRA committee was back and now elected as the Chair, which was ‘just wrong’.

Actions to follow were that MF was to write a statement setting out the Council’s position and which would be submitted to the residents of Harefield. We are still waiting for this written statement despite chasing.

On the 18th June four members of the HTRA met with Cllr Martin Goddard at his invitation and the minutes were provided subsequently. The Cllr was concerned that we needed to ‘square away’ the LBH concerns, that we remained non-political and asked if we would meet with the Hujjat committee. This latter point was put to the village and voted upon and overwhelmingly it was decided that we should not meet with Hujjat. This decision to be conveyed to the Cllr through these minutes. The Cllr offered his assistance throughout in dealing with the planning application.

On the 19th June we held the Emergency Meeting in South Harefield and it was attended by over 200 people. In an hour long presentation we set out the facts and our strategy to address certain interesting developments such as the Charity Commission and internal disputes within the Hujjat community. A PowerPoint presentation was delivered and it will be available to read once the HTRA website is back up and running.

We would establish the sub-committee and begin fundraising. All of which action points were voted on.

Because its being applied for under Permitted Development the scope to object is very limited and only permissible under 3 areas, noise, roads/traffic & sewerage.

The other topics covered was the meeting with 2 representatives of the LBH from their community engagement team at Harefield Library as they had some concerns about the way the AGM was run, the outcome of some of the decisions and some of what they referred to as inconsistencies & inaccuracies in what was delivered to the members.

Planning

DK advised that it was quite quiet on applications at the moment, only 8 applications in the last month, 3 of them were for Widewater place.

One that was refused was a retrospective fit for the PhatShack, the neon signage at the front & within the building are being looked into, many businesses are aggrieved that they have done this without permission whilst other business were not allowed such signage,

DK has written to LBH to consider in their 15 year plan to limit the number of fast food take aways in any particular high streets because High Streets now seem to be over run with take away food outlets.

9 HMO’s in Harefield that are “approved” but there will be more under the radar, DK looked at the LBH list of HMO’s & advised that some 2500 HMO’s that should be licensed but have 684 approved HMO’s meaning 1800 are not licensed and therefore could be unsafe or over occupied.

It was suggested that someone from HOAC should come along and do a presentation on the plans and how it could benefit the area so that the general public can have a fair & varied view on the pro’s and con’s of such a development.

Health

We have only recently been approved to join the PPG which is Tuesday 9th July, update will be given at the next meeting.

A member has expressed frustration at the things the surgery say they can’t do rather than things they can do.

Police/Roads

3 members attended the Harefield Cricket Club for the ward panel meeting, this is a quarterly meeting and reported various minor incidents in the village during that period. Security has been increased at the Harefield Hospital after the theft of some cables relating to the generator.

A request for an additional crossing at Breakspear Road North at the common & possible funding from Chrysalis for a crossing near the cricket club. Fisherman’s Net shop door glass was broken, the owners sent CCTV & /or still images of the perpetrator but said that the police were not interested in pursuing it even though the shop produced CCTV footage.

Traffic (Inc ULEZ)

Online meeting on HS2 24th June, West Ruislip golf club reopens 15th July & 10,000 vehicle movements for HS2 approved.

Harvil Road, Breakspear Road South cleaning is still an issue, it was reported that Jane Palmer advised that the HS2 ANPR cameras are working but PD was informed by Rick Connors at LBH in a previous meeting that they have not been working for months and now that the project is nearing its end in the Harefield area they are unlikely to be fixed.

HS2

HS2- SCS will be holding a ‘Pop-Up’ Event at Maison Du Soleil Cafe, 25 Swakeleys Road, Ickenham, UB10 8DF on Fri 19/07 between 10am and 12pm.

This mini Event is for residents to come along and discuss Logistics with the SCS Logistics and Engagement Team and will be an informal relaxed session where residents drop by and have a 1-2-1 meeting with HS2/SCS staff.

New SCS Community Event in Ickenham Tuesday 23rd July between 4pm and 7pm at the Ickenham United Reform Church.

Environment

New street cleaner called Amanda doing the rounds cleaning the streets.

Bins need to be put out Sunday evening but we need to plead to residents that they use plastic bins and do not leave bags out unprotected as foxes etc rip through them and its causing a hazard.

Volunteers 1st Saturday every months to do rubbish clearance- well done to everyone involved for such great & selfless work in the community.

Tennis courts at Priory Close locked up since last Thursday – feedback is that there are repairs happening but no clarity yet on when they will be reopened

Apply for exercise equipment for park at Moorhall Road via Chrysalis

Bingo cancelled on Wednesday at the Social club due to the clash with the England game

Harefield Community centre lease is up for renewal & is at serious risk of having the lease cancelled & the centre being closed down

Amateur boxing club in the village?

It was reported by a resident that a man was on green talking to children and trying to entice them away to look at his new BMX bike, thankfully the children were wise to his motives and told him to go away.

He was followed to where he is/was living, Police told them if they see him again to call 999 and they will be down immediately, he was seen again & they were called 5 times and didn’t come out.
